IC note BB19 has presented you the goals and activities we had planned to do during this mobility at the moment we applied (C3 LTTA was presumed to be centered on a boost given to Scientific aspects of our partnership and on the symbolic switch between the first phase dedicated to (political) borders, from september 2023 to june 2024, and the second phase more widely open to all sort of frontiers and limits and mainly centered on the first steps of the making of our documentary film – some leads for fixing the topic of this film have to be choosen in Cluj then the movie writing is to be produced later (in some workshops implemented in Montijo).

ILARGIA League : a symposium and the General Assembly

Some of you are perhaps not (still) members of our NGO but everybody may join us (5€ per year / you can pay in Cluj or remotely, from our blog and using the following link:

Anyway I pray you to take part in a debate centered on the new expectations for the European projects: the symposium CLUJ SCHOLAR 2024 will be entittled « What is a bad application and what is a mediocre project? » as an (ironic) echo of a former meeting focused on "What is a good project?" and called « CLUJ-NAPOCA Genius 2022 ».

The 7th GA will be an opportunity for implementing a short videoconference with members staying in France and with other countries in order to process to the (re)election of administrators of the ILARGIA League.

Back to funds management and reporting


Contrary to what the Agency had first suggested, the possibility of sending the interim report this summer was not offered
to us. 
We hoped to anticipate the procedure in order to receive the second tranche of our grants as quickly 
as possible (each partner received 40% of the funds promised to them and will still receive 20%
at the end of the project; but in the meantime, it is theoretically possible to request payment
of the second part of 40% once a “PERIODIC REPORT” has been drawn up, transmitted and validated).
BUT : If the pool of partners has not, overall, spent at least 70% of the total European grants allocated
to the partnership at the time of submission of the report, the payment will be reduced, for all schools
by the difference between the targeted rate (70%) and the level actually achieved. In this context
it did not seem to me to be a good policy to report on our activities and our expenses JUST NOW 
as these datas were stopped in June, when participation in the mobility to Romania will 
mechanically increase the costs incurred: it is likely that we will reach the objective of 70% in November
or that we approach it sufficiently so as not to suffer an overly penalizing reduction in the second
tranche if we request payment downstream from the LTTA C3. page 4/11
According to the table reproduced (here on the first page) and appearing in one of the documents annexed to the financial 
agreement, the money will be paid to us quickly: two months after receipt of the report; so end of January 2025 at the latest
if we ourselves meet our deadlines. And if the processing time announced by the ERASMUS+ Agency is
scrupulously respected by it (we were anxious about this point after the French National 
Erasmus+ Agency had wait for a very long time before to pay us the remaining 20% of grants the
last time we finished a KA2). Cross fingers wishing we can be confident - as I presume we can -
in the promises made y the Agency.

FINANCIAL FOLLOW UP TO BE IMPLEMENTED IN CLUJ-NAPOCA

Please note the point is not for each of us to reach the 70% level of expenditurs compare to 
all the grants we claimed but it is necessary for the Be.Bo.P schools pool to be as close as 
possible of the targeted goal (to have engaged together 70% of the first tranche) in order to 
make the reduction of the second tranche very small or even inexistant.
Thanks to the implementation of the C3 mobility, I believe it's becoming possible to reach the
70% level adding all the budget engagements made by all the partners from the beginnings to 
November 2024. 
We may eventually anticipate the sums we want to devote to C4 and count its in order to have a 
good outlook on the future management.
We'll do a plenar commitee dedicated to the situation in Cluj-Napoca in the framework of brains
tormings to be done (as  it is planned in our application) for the 4th Check Point of our follow
-up program.

BUGET MONITORING DOCUMENT

Your Principle will be asked to send us a letter to certify the accuracy of your report concerning the real and total amount of your expenses within the framework of Be.Bo.P similar to that requested during the previous regularcheckpoint (CP3 : amounts before and after C2 implementation).

To save time, you can come to Romania with the pre-established document, at least if the budget for your travels is settled by a flat-rate system set up locally by your accountant-manager, and your headmaster can validateit as is. Failing that, we will ask you to send back the information concerning your consumption of European subsidies as soon as possible after your return from Cluj-Napoca and to have them certified very quickly by the legal guardian. If this data is communicated to us in mid-November it can be attached to the report and this can be sent to the agency before the end of the month. From that moment on, you will know

he amount of the additional subsidy that you are entitled to expect (within a theoretical period of 75 days / if I add two weeks between the reception by the French high school and the distribution between all the beneficiaries - in this regard, and even if this information has already been given, please give me a bank identity statement to confirm the account into which the second instalment must be paid).

Other documents could be sent to you for completion if it turns out that the Agency requires standardized tools of Quality Control with regard to the presentation of our expenses. This is no longer the case, a priori, for partnerships falling under key action 2, unlike the mobility projects of key action 1, but I will nevertheless check whether a formalization is not imposed on us implicitly.

C3 planning and project agenda
- About the plenar commitee dedicated to the financial situation / As spends made in France (including C3 support butwithout any provision made for C4) are exceeding 70%, it is easy for the other partners to
reach the targeted objective and make the teams to be able to obtain from the EU the secondinstalment of our grants. page 5/11

Some of schools may stay with amount of spends inferior to 70% of the first tranche but the partners pool must be overhead.
- About the other meetings to be implemented for teachers and not students : First, “users workshop” for project holdersto learn how to connect themselves to the Be.Bo.P explorer website. Second “feeders workshop” for teachers to plan the sort of the contents they will share in the Be.Bo.P website. And a strategic commitee for planning the following mobilities (especially C4) and organizing the tasks inorder to produc ethe intellectual outputs of the partnership.
- The Colegiul economic “Iulian Pop” will give you in a few time the complete C3 schedule but it is already known that the Romanian partner will invite on Monday a guest star: the “Octavian Stroia“ High School of Choregraphy and Drama ; Tuesday
will be centered on History (Dacian and Roman heritages) as Wednesday to old borders (between Hungarian, Austrian and Turkish empires, thanks to a journey to Alba Iulia and area). In the framework of the meeting some transnational video interviews will be made and some students coming from the Republic of Moldavia will express their feelings about frontiers.
On Thursday, the adults will be involved in a symposium then in the General Assembly of the ILARGIA League.
- C3 DEADLINE. Slides or films focused on migrants, refugees, wars and political frontiers were produced in each school to
be shared and published in the framework of C1 and C2 mobilities (SUR LES FRONTIÈRES). From C3 issue is very different and partners can present some video interviews about the people who are actors or specialists in frontiers crossing shooted at home or co-workings produced by two or several schools taking part in Be.Bo.P (remotely or not). A little workshop may be implemented in Cluj-Napoca to give some comments on these outputs to other partners' representatives... but it must be a
short activity and the dissemination is supposed to be acrhived on line using the LegendE+ website. Find the products on https://legendplus.franceserv.eu/ clicking Be.Bo.P tab then DELIVERABLES. Some of these works will be putted online in a couple of days, before the mobility... other ones later or after the public presentation done in Romania.
Another thing must normally be determined in the framework of C3 : what topics will be in the film ? A pitch or some ideas may define the first steps of this production. The report we thought to do after C3 on limits between « the known and the unknown, the frontiers of knowledge » may be postponed after C4 since the begininngs of Science workshops was a little delayed from the first school year to the second one.
- C4 PLANNING. The moment (it is supposed to be in march) must be confirmed or changed but must
definitively have been fixed before we leave Transilvania. As we'll be in Portugal for C4, the
exploration of World (our Blue Planet) and the limits of universe will probably be the two main
axis of this meeting where it is possible also to talk on outing migrations of Europeans and the
reverse currents existing nowadays. It could be interesting to implement transnational workshops
for learners to produce some artistic results and/or History and Physics contents to feed and
to illustrate the Be.Bo.P explorer site. But the most important is to make the participants
write the documentary film in order to implement the shootage in Italy.
- C5 CHECK LIST. Roma will be the place to film some scenes we need according to the scenario created in C4 and to plan the montage of rushes and having an outlook of the expected results in the Work Package n°4.
At the same time, we'll see the sketch of both Mathematics and Physics sections in Be.Bo.P explorer (WP n°3) and see how to finish the edition of this website. C5 is planned in november and we can try to fix the dates if all schools have information about the academic progress to be followed on next year.
- C6 FINAL. All the results must be disseminated and the mobility be seen like a multiplier event. It means all the productions putted online (in the contexts of SUR LES FRONTIÈRES in LegendE+ and DANS TOUT LE ROYAUME in Be.Bo.P explorer)
will be valorized (WP2/WP3). A choregraphy may be done as the conclusive step...

C3 GOALS from the 4th to the 10th of November in Cluj-Napoca


WP 1 – Management


C4 must be definitively scheduled. At this time, we have no guarantee about the possibility to send our progress report we prepared in june, 2024 before march. In the eventuality, it means we cannot obtain the second part of the European money we are still waiting for before next summer. So all school partners must fund the C4 mobiliy with their own ressources before to be repaid later. In fact, it is the normal way of the implementation of ERASMUS+ cooperative actions. The National Agency staff is no more so optimistic it was last year: it is staying now in the belief the commission will not change her payment calendar, which is mentioned in the Be.Bo.P contract. If most of the partner schools can find a solution to involve even a little delegation in the cooperative activity located in Portugal, I do think the best is to maintain C4 as it was in the original plan; It shall be indeed possible for one of the partners to add some people more later, in the following meetings, to make a compensation if both its learners and teachers are not implicated in C4 – we sometimes did this sort of things in the past ! But anyway the travel to Montijo was only presumed to be done from the 17th to the 21st of March and the dates must absolutely be confirmed.

Note the alternative could consist of postponing C4 LTTA from the beginning to the end of 2025: it's a big risk because doing like that means we do not apply the plan – first criterion to be supported by the commission without any penalty! And in addition we will waste time and have problems to finish our documentary film (but we have already lost our expert and will have to do by ourself most of the works!). Last inconvenient in this eventuality : we have to implement 3 meetings in the same school year 2025-2026: perhaps it is too much for our headmaster and he will not accept?

Please think on it before, see with your managers how it is possible to make without any new grant.. we need to take a resolution in Cluj. And it could be keeping the original date in March or in Springtime even if we cannot be all together in the meeting.

A little symposium must be implemented at the same time we'll do the 7th General Assembly of the ILARGIA League of Teachers created in 2018. It should be very kind if all of you agree to take part in. It will be centered on the question : why a project (or a candidacy) is bad rated by EU evaluators ? As Genius 2022 in Cluj was focused on Good Projects, Scholar 2024 can target the problems we have with the changes in the ERASMUS+ process and present the challenges we must overcome for enhance our chances in the future selections and ensure the quality of the results of our ongpoing project. As a sample of things we must meliorate : the field trips during the LTTA must be motivated by activities : ie if we go from Cluj to Alba Iulia during C3 study travel, it is for our students (dispatched in some international teams) make some interviews of tourists, migrants, politics (I do not know if we'll do this activity it is only a sample of the necessity to present every day as a transnational educational session and not as a touristic journey!)


WP 3 – VERS L'INFINI ET AU DELÀ


A situation point is necessary about Scientific topics in the project (A7-A8) and the progress of partners. We hope the Turkish team will give during C3 the tools for each local coordinator to feed the national section in the Be.Bo.P explorer blog (A9) with art (drawings) or History (exploration and discoveries) and the productions made in Python language may have a beginning very soon.


WP 2 – SUR LES FRONTIÈRES


No deliverables to be done separately in order to be presented to other schools in Romania (this way of share was only appropriated for C1 and C2 meetings). Some of the students can make a quick comment on the international coworkings we remotely produced in the framework of the last ERASMUS MOB (in attachment) but the most useful contribution should consist each school making of a few interviews in English made at home we should perhaps put in the documentary. If you have time enough to prepare it, your students can show some presentations devoted to Science History and/or the limits between Known and Unknown as indicated in our schedule (activity 6,1). Or teachers will make a short report.




WP 4 – DANS TOUT LE ROYAUME

Producing some local video interviews and surveys on : travel, migration and borders is the priority (A10,1) in this phase and for the C3 agenda
Online courses by our cineast expert are probably forever cancelled (the reason is we cannot pay him) ; perhaps the Romanian team can find some local ressources for aworkshop with the aim of collecting some ideas from learners to prepare the documentay film's pitch ? I let Ramona and Monica take the decision about. Perhaps we can open an idea box online and/or prepare a videoconference centered on this topic (#Erasmusdays in october can be an opportunity to organize some virtual talks ?).

the debrief of the remote workshops we did in May and a lead for next year is to join the SEE.SHORE eTwinning to enhance the dissemination of the part of the job we use to do online in the framework of Be.Bo.P

REMINDERS

1 – Educational context

C3 cooperative activity was definitively fixed (as written after the remote seminar R2 in +IC17 note) and it will be implemented in Cluj-Napoca from the 4th to the 8th of november (5 days / plus 2 travel days you can add if necessary). French partners will come as a little squad (2 teachers and only 2 students) to avoid to waste money as costs are increasing... Learners will have first, in Cluj, to produce some interviews of migrants or foreigners, refugees, tourists.. or people acting as experts in frontiers' reality or witnesses (expats, minority members, and so on) and we hope the Romanian teachers will find selected people ready to answer to questions asked by our students. My aim is to be more efficient in the number of videos we'll manage to edit in english and to share.

The second phase is now opening : one question will be: the frontier between Science and Unknown (specially in the framework of the mobility in Transylvania) and another subject will interest us: exploration of limits and the History of Frontiers (mainly studied in Montijo) but the first transversal goal in this school year is beginning to develop « Be.Bo.P explorer » especially thanks to Maths and Science teachers. A training by Turkish team should be useful to be implemented in Cluj to show to users how they can fill the website (i.e. publishing some drawings/contents).

Concerning methodology : cross presentations made in the past in the context of Module 2 (SUR LES FRONTIÈRES) and sometimes presented during the travels were a way to begin the cooperative process during the first school year but are no more very strategic. The priority must be : make students of different schools work together (and no more separately). That is the reason why productions in the WP2 may be, from now, remotely done together (and no more separately). My plan as LegendE+ webmaster is concretely to publish as samples of C3 deliverables in november the results of the remote workshops we have made in may (but no more any output made alone by one of the partner schools).


2 – Financial aspects

TOTAL SPENDS : DURING THE FIRST PHASE BY EACH PARTNER SCHOOL


Only fourty percent of the European Grants were paid to our schools but we did declare some very different levels of spends (French school used 70% of the total amount of promised funds and Portugal 44% but all the other partners spent less than the first payment they already obtained). Adding C3 must make the 40% of the total grants to be targeted by most of us...


CHALLENGES

1 – Our Periodic Report (and the « Euro Gap » situation)

It is presumed to be sent only in March, 2025 - and it's after the acceptation of our results that the National Agency eventually will pay the second part (40%) of the European Grants the commission did promise to give in order to support Be.Bo.P No way for me to write in advance the report progress (former name of this step in the Follow Up) except if a test tool is experimented. But it is not still the case even of BENEFICIARY MODULE tool is open : the managers of the French Agency have some talks with the UE technicians in Brussels but only the commission can make the test tool available or not. I did hope it should be done during the summer but actually nobody knows... National Agency seems now in doubt of any imminent solution.

According to our Financial Convention, we are supposed to wait for the second part of our money till June or July 2025 : it is up to us to make some advances or to find cofunding systems before the EU give us a remboursment.

It is theoretically the business of each school to deal with the problem but I am afraid a postponement of our activities may affect our partnerhip due to this lack of funds. Organize C4 in March in Portugal as it is in our scheduling table must be our common goal : this cooperative study travel shall not be efficient if some of the partners are not present ! But a delayment (hoping for all the schools joining the mobility implemented later) should be very difficult : three last travels will in this case stay be done in 2026, before the end of june ? A final decision must be taken during C3.


2 – Vers l'Infini...

Due to the same weakness of our financial support, we lost our expert Louis Fabriès. It means we have no more way to pay him for supporting in the future the documentary project. Perhaps he will accept to help us a little, freely... But it is not sure. I believe the work of writing and editing the film, entrusted to amateurs (in addition to the shooting) risks presenting many difficulties that have not yet been noticed until now. After C3 meeting we can implement a remote brainstorming to treat the question of the documentary scenario (after some first real debates made in Romania and perhaps the opening of an idea box as soon as we come back to school?) ; writing is to be finished in C4 according to the plan (reason why we selected two students for this job in our school who were already implicated at the beginnings of the Be.Bo.P partnership – present in C1). Each partner can identify human ressources in its area and film them to add the rushes to the final edit or contact them to introduce them to the European team as part of a localized "inbound" cooperation.


POST SCRIPTUM : my intention is to address you early in september the debrief of the remote workshops we did in May and a lead for next year is to join the SEE.SHORE eTwinning to enhance the dissemination of the part of the job we use to do online in the framework of Be.Bo.P
